Are driver’s license numbers “recycled”?

Both my sister-in-law and I are Texas residents. She was just issued a driver’s license last year.

I can’t find anything online about this… she recently attempted to open a checking account, and when they used her driver’s license number, they said that someone else had used that same number and run up bad checking history, according to Telecheck.

Does this mean that driver’s license numbers are recycled? I didn’t think that that even occurs with SSN’s, so I can’t imagine why it would with driver’s licenses. Was this guy with the bad checking history using a fake driver’s license that just so happened to be her DL number, or is it possible that he doesn’t use that number anymore?

She doesn’t want to ask the DPS because she’s paranoid that they’ll for some reason think she’s the one with the fraudulent number, so I decided to ask here to see if anyone would know.

Yes some states do but only if the person that had it is dead. Arizona will only do this if the person is found to be dead in the computer system.
